Source-strength labels
| Public label | Meaning | What it does not mean |

| Government source checked | Matched to an official government source. | It does not guarantee an open bed, appointment, eligibility, or current capacity. |
| Provider source checked | Matched to the provider's official public website. | It is not direct confirmation from intake staff. |
| Provider confirmed | The provider directly confirmed the public listing. | Confirmation can age and must still be rechecked for time-sensitive needs. |
| Directory source checked | Drawn from a recognized community resource directory. | It is a secondary source and may lag provider changes. |
| Needs recheck | The record remains public but needs stronger or more current source evidence. | It should not be relied on without direct confirmation. |
Publication workflow
- Collect only public service information relevant to reentry planning.
- Normalize organization, program, geography, contact, eligibility, access, and source fields.
- Assign a stable public ID, record status, source-strength label, and last-checked date.
- Exclude closed historical records from search and urgent shortcuts.
- Show uncertainty and require users to confirm availability, eligibility, cost, hours, and capacity directly.
- Publish corrections in a versioned dataset release.
Known limitations
Public programs change quickly. County coverage is not the same as equal service capacity, and a source-linked listing is not a real-time inventory. The navigator does not rank providers by quality, guarantee eligibility, or replace 211, emergency response, professional judgment, or direct provider contact.
